Make a Referral

RSI has a geographic mission to serve people from Northeastern Minnesota (Regions 3 and 7E) especially the counties where current programs are located, including Cook, Lake, St. Louis, Carlton, Mille Lacs, Kanabec, Pine, Isanti and Chisago. However we do occasionally take referrals from other areas of the state and even other states. We accept a wide variety of referrals but our emphasis is to support individuals who have experienced:


We depend on our host counties to prioritize admissions to all residential service programs. Our admission priorities for existing programs and new development are:

  1. Individuals who reside in the county where the program is located
  2. Individuals from the geographic region where the program is located
  3. Individuals from other counties in Minnesota
  4. Individuals from neighboring states
